This publication focuses on the institutional scaffolding of watershed programmes. It identifies several contexts and experiments in which people’s institutions have been fostered in watershed programmes in which both Government and NGOs have played a role. In doing so, it addresses several concerns and issues related to the formation of watershed-based people’s institutions, including the role envisaged for Panchayath Raj Institutions in the Hariyali Guidelines.
